It is believed that after one of your ships reach level 10, it will stop receiving its share of experience to help your other ships in leveling up. If you want to maximize effectiveness of abilities, this is how your ship abilities' level will look like at level 10: for capital ships: 1 ability at level 4, 1 ability at 3, 1 ability at level 1, ultimate at level 2 for titans: 4 abilities at level 4, 1 ability at level 2, 1 ability at level 0, ultimate at level 2.

Each normal ability (not ultimate) can reach level 4 maximum (ultimates cannot exceed level 2), and at level 10 your ship won't be able to level up all abilities. Equipped with meeting facilities and beneficial psionic powers, the Herald fleet is able to assist neighboring empires with various cultural and diplomatic missions. Official Description: With the tide of war seemingly ebbing, the Advent have begun to construct new envoy cruisers, known as Heralds. Ultimate abilities can be taken and upgraded at levels 6 and 8 respectively both for capital ships and titans. The Herald Envoy is the Advents Envoy Cruiser added in the Diplomacy micro-expansion. Titans do not lose experience upon death. Experience is needed to level-up these ships, and it takes more experience to get higher level. Only those in the gravity well of a destroyed ship gain experience, and it is split evenly between ships present.

Capital ships and Titans gain experience when friendly forces destroy enemy ships.
